Most lobbies these days are low level, high enemy count. This is a good opportunity to run the whole thing with just a pistol. Build up your skills with the least help you can get. Eventually it won't even phase you to go into the fray with 32 shells and a 1911.
But obviously since you can just open the ammo box over and over again it just seems annoying to sit there doing this just to get a full tube you'll dump in 2 seconds. If this one shell nonsense was a balancing decision, it may have started with reasonable intentions but clearly could use an update to at least 4 per grab. When you die you drop boxes of shotgun ammo, so there is currently an asset representing that. Just needs to be implemented.
Right now, the shotgun is so infrequently used that when you see it, people either think it's a joke or like some foolish kid taking a shotgun to downfall and wondering why they have zero kills the whole time. If I had to guess, I'd say this is largely because of this single shell reloading business. Since I run shotguns on all CQB maps, it usually encourages at least one to give it a try every now and then but the capacity thing is usually noticed right away. Most people don't use ammo sparingly in the game so they are used to pumping 10 rounds at 1 guy. That habit has to be adjusted with the shotguns.
Anyhow, yes, more ammo per grab on shotguns. Not that they are impossible, just that it is more annoying than balancing to have to sit there opening and closing a box while the rest of the team mows down the horde.

This makes the game even more awesome if this is your thing. When you get used to double tapping, or triple with 9mm, the feeling of badassery really starts to take off and you'll be that much closer to the golden rounds where live or die you had a battle like none other in any game. It's addicting.
