Why would the "Balanced" power plan lead to higher fps than "High Performance"? Isnt the first one the one who reduces CPU speed and Max Performance the one who keeps it up all the time?
i don't have an answer to that question, but it made me to set to balanced to obtain good gaming exp.

Making sure someone with a better machine not running on wifi is the host definitely seems to help. I also have absolutely nothing except oculus and steam running when I play (launched in oculus mode) and the window is focused on the game.
When I have freshly restarted, my sensors are working fine, and I am not the host, I still get lag on servers with maybe 3 or more players. It gets worse with each sequential map, but smaller ones like cargo are almost always unaffected by it.
So in short - lowest settings, make sure someone with a good computer and connection is host. Smaller maps are much better. It's enough to get things going for now.
Right-click game > Properties > Launch Settings > Type: `-window-mode exclusive`
This should give the game full access to the resources it needs.
Also make sure to shut down other "heavy" programs like web browsers and even Discord to save more RAM.
Onward is sadly not very optimized for CPUs at the moment :(
I would get fpsVR on steam if you haven't already so you can see what component is the limiting factor with 100% certainty.
You can set power profile by group policy, which prevents anyone (even admin user) to change it back. You need to get the GUID of that power plan though.
