Launcher Low Download Speeds

For some reason when downloading the files through the launcher I'm getting anywhere between 200 to 500 KB/s. I should be getting 4 to 6 MB/s. When I close the launcher through the Task Manager adn restart steam. I open the game's launcher and for a good couple of seconds my speed is at 2 to 3 MB/s.

Is there a fix or am I going to have to wait for the download to finish.

I'm also from USA and have a hardline connection to my internet.

And if you close the download, or get disconnected, or anything even hiccups the wrong way, you have to start the download from the start

It does a local file analysis then starts where it left off at file number. I found a reddit thread froma year ago from a user who had the same problem. A well informed responder said it was the Neople's servers, but its sporadic with who will get the bad download server. I'm just gonna wait.
