you just sidestep 95% of the quests with an event character to reach the end as fast as possible
so there might not be any quests untill you reach the end of the leveling part
it does, you just don't recognize it

note how the prompt has Special Leveling Route and Fast Leveling Mode among other parts of the text in darker colors then the rest, its there specifically to highlight the differences from what a normal character wouldn't get
sure it isn't as explicated as it can be but its not there to info dump you, (that is the job of the event page[www.dfoneople.com])its there to give you a quick run-down of what you would be expecting from making an event character instead of a normal character
The way it's written makes it seem like all those things are optional, because the word "available" gives the feeling that you have an option when in actuality you don't
because it is an option
the choice is between an event character verses a normal character when you're creating the character because the character hasn't even been created yet, those options are available for you should you choose to create an event character over a normal character and not after its already been created
if it was really something optional after having already created the character then the whole point of choosing between an event character and a normal character at the start would become redundant as then they'll actually be the same thing just that the event character has the availability to switch to the accelerated leveling mode
