this is a common issue these days but tldr;neople isnt taking any chances with security due the nature of what happened under nexon NA, there isnt really another option available and its just easier to let new accounts verify themselves then to compromise security instead
also dnt make an account on steam, iirc u dnt need to redownload everything but just move files over or seomthing though idk the specifics of this since i dnt play dfo on steam nor ever downloaded it from steam but people on dfo reddit can easily help with this https://www.reddit.com/r/DFO/

pretty sure theres more that i forgot but these is all i can think up of off the top of my head atm and by the time nexon NA closed service; people literally didn't care about the economy anymore with a single piece of rare avatar weighting in at 400m in the in-game auction feature (same item now under neople is like 15-30m each or 60-70m for a full set that becomes untradable once gotten) or if they would be banned for hacking or gold buying as it was now done pretty openly as nexon had stopped giving any updates or even news at all for half a year already so it was clear they didnt give a ♥♥♥♥
didnt helped that their last most memorable change by then was an exclusive alternation of the fatigue/stamina system into something being unlimited but gave less drops the more you played called the blitz system which really helped enabled chinese gold botters even more and when they announced service closure the reason they gave was that the game wasnt sustainable/profitable anymore . . .
yea take as long as you need for that to sink in; they abused the hell out the game and its playerbase at the time only to then also blame said playerbase for the reason they had to discontinue service all while marketing dfo (which they didnt at all for most of its lifespan under them) as an "unique experience" and the compensation was a refund on NX (their cash shop currency) spend by players the last 2-4 months but who the hell even spent anything on dfo when nexon stopped doing anything with it 6 months ago
as you can probably guess with the history surrounding it, dfo vets from back then like me are rightfully pissed at nexon NA and with the lack of exposure due to lack of marketing by them, neople's revival of dfo now global in 2014 had to initially bank off of the playerbase nexon left behind so they had to present themselves as the opposite of them or at least NOT nexon NA even though neople is a subsidiary to nexon KR since they bough them out in 2012 (though neople is also the original developer)
a few stream ago from neople reveals that the banning issue that started over a year ago due to ramping up security was due to chargebacks happening on a massive scale and the unveiling of the dfo webstore on their site (officially implemented 2 weeks ago) is suppose to be a workaround for it which would probably alleviate the new player bannings while also removing the need of the seria's request quest too that is required to complete before being allowed to purchasing cera
not sure if new player auto bans is still a thing since the webstore is only 2 weeks old and definitely still needs some fine tuning but even if you do get banned it just takes sending in a ticket to support since as mentioned above its to verify new accounts to prevent potential fraud
overall i still wouldent recommend downloading and playing dfo through steam
