one method t is by using a special item that is either given out from events (within certain limits such as the current epic road event that gives out upto at least 2 epic transfer stones each with its own restriction depending on how much DIs u spend on the event) or as bonus items from buying multiple packages but it isnt a frequent thing, this generally is only done when there isnt much impact it can do (95 cap is on the horizon and epics would be easier to obtain and the epics that can be obtained now from hell mode/rift drops wouldnt be as relevant in 95 cap) and thus only happened like a few times so far in dfo's entire lifespan with 2 of them being right now within weeks of each other since 95 cap is coming soon
the other method is by using grandis' transcendent system which u pay an extremely steep price in souls and other materials to transfer an epic to another character on ur account, the price is steep enough that its generally not worth it (especially for weapons) and is only recommended mainly for armor set pieces and only when u actually finish the whole set within a single transfer
