They always start at lvl 1. You can use team attacks and tower attacks to help level up weak characters, as well as good equipment and/or magichanging a strong monster. Magichange is also useful when leveling a weak monster, as both the magichanged monster and the humanoid get 100% of the exp (boosted by the felonies of the humanoid).
