Having the Felony Stamp on a character makes the Dark Assembly like them more, naturally leaning towards voting Yay instead of Nay. The stamp also causes that character to level up enemies on Dark World stages if they Ascend. No stamp makes them damage the Dark Sun instead.
The stamp on Adell should alter the prices you get at shops, more felony = buy for less, sell for more.
Aside from a select few, all felonies can be repeated infinitely, and you can use tower throws to send 9 people into the court at the same time, all 9 characters will get the same felony. Thus, everyone should get every felony they can, until they hit 300 total.
Most felonies are for having a high enough number in a stat. Level, HP, SP, and the 6 core stats. There is a Felony for "Mastery" in each weapon type, for hitting 15 mastery with it. A Felony for all 5 core spell series, for learning every spell in that series and getting their total skill levels to 15+.
Felonies survive reincarnation. If you have 65 felony stamps on your character, you'll still have 65 after reincarnating. Unless you choose to reincarnate as a prinny, which clears the stamp-- though you'd still have 65% exp bonus even in that case (you just wouldnt get some of the other benefits). I found no reason to reincarnate as a prinny in my 100% playthrough.
You can and probably should toss 9 people into the dark court portal at once. But in the end, felonies are really just an exp boost, and they only benefit those you plan on taking deep into the end game. Disgaea goes much faster if you focus on getting 1 character and 1 theif really strong, and ignoring the rest of your party after a certain point. Just make sure you get those felonies on your main damage dealer and main theif (he'll need to be in the 7000s to steal the best items).
