First, in Disgaea 2, you can only catch monsters, and throwing anything else into it will 100% destroy the Spawn Panel, AND kill all your characters within regardless of the thrown person/thing/dood/whatever reallys' strength.
Second, the strength of monsters you're catching must be equivalent or lesser than the total strength of allies within the Spawn Panel, otherwise it'll be destroyed. Note that characters will die, and the queue of them attempting to make the thrown monster submit is according to your arrangement. Top character goes first, followed by next if the former died.
Third, which is also unconfirmed on PC, you cannot catch any monster ABOVE Adell's current level, or it will destroy the Spawn Panel and kill all characters within. This is a restriction included within the PSP's version of Disgaea 2, but did not exist within the PS2 version. As the PC version includes all DLC, features and characters, or better said, latest updated, it is safe to assume the same restriction applies to the PC version.
That's all to it, as I recall.
On a side note: I miss abusing that Lv.9999 Nekomata catching trick.
Tried to catch a lvl 52 werecat (already had it unlocked btw) and dispite it being much weaker than my itemworld geared characters it killed my base tile and popped out with 1hp.
Adell was lvl 45ish at the time but some of my other guys were upto lvl 61 so Adells level seems to be the trigger.
I thought capturing stuff in D1 was annoying, looks like its even more so in 2 now.
It's made to be that you can't really catch monsters above Adell's current level, like not possible at all. And, truthfully said, D2 monster capturing feature is not really useful, as the monsters you catch aren't very utilizable in combat. Maybe halfway through the game for some extra attacking power, but in end game, you basically have at least one god-like character that can rekt through 100 levels of Yoshitsuna's Item World solo. (Maybe not but you get the point)
Then again, it's fun to collect monsters, I guess, rather than personally training them to level 1000+
I don't know if you realized, but catching Lv.9999 Nekomata was a thing on PS2 version of Disgaea 2. It was an exploit found where you can basically harvest an unlimited number of Lv.9999 Nekomata on a map which name's I forgot, and is literally the reason why the "Captured monsters musn't be above Adell's level" restriction was made in the first place.
Well, I had fun deploying them to steal things from enemies. An army of thieving, Lv.9999 Nekomatas. Fun times in the old days, haha.
oh well, back to grinding.
