i passed bill called make a trainer but nothing happens

i found tink has bill that called make a trainer and passed it but nothing happend
im not sure where the trainer

The bill allows your characters to create a Beastmaster. Go back to assembly and Create New Character and you should now see a Beastmaster as a selectable class.

There are other bills like that for each of the humanoid classes you unlock. Check back from time to time as you might have new bills you can pass. The class based ones will only show up once you can make them, but some other require the right amount of mana, time played, or right point in the story (in chapter 12-13 you can pass a bill that lets you refight the Prism Rangers for example).
