Storm 1 however, it sucks to be honest. If you want the full Naruto story before Shippuden, read the manga or watch the anime. There are key moments that are cut and are altered way too heavily, but Storm 2, 3 and 4 stay pretty cannon.
I have seen the full anime and played all the storm games (minus 1 since I didn't have a PS3 but I am speeding through it now), and I prefer the Storm way of telling the story than I do the anime. When there are fights, there are fights, if during the fights exposition happened, they will cut and do the exposition. Not to mention, the fights are much better in the game than they where in the anime. Great example of this is the Naruto and Sasuke fight in Storm 3. Anime, short, dull, not really much of anything. In the game, IT WAS FREAKIN' EPIC! It turned most likely a small little fight into one of the best boss fights in any of the storm games, making it so sweet and exciting.
If you want to experience Naruto without watching the full anime, watch Naruto up until like 120ish I think and then just play Storm 2 through 4.
I will every time tell someone to play these games. I have played the Ultimate Ninja games back in the PS2 days (before Storm) and it is one of my all time favorite game series ever. It is worth playing, 100%
