I stumbled on a way to fix this while trying to fix Batman - A Telltale Game which had the same issue. The game needs missing .dll files. To check which files, you need to run the MMLC2.exe file from the game folder.

The missing files I found were:

WMASF.DLL
WMVCORE.DLL
mfperfhelper.dll

you can get them at this site https://www.dll-files.com/

The game works fine now. I hope this helps

I followed these instructions and absolutely nothing changed at all. You are wrong.

That doesn't make him wrong. I means for some people this will fix it but other people will still have computers that won't run it.

Oh yes of course that makes me a lot less upset.

Lol, well, I don't like it either, bro. It just doesn't make sense to make it sound like the fix won't ever work if it could help someone else.

The game doesn't run on my computer so I guess NO ONE can play it. Only explanation.

Well, maybe it would be better if I were being more constructive but Capcom and most of the Japanese game developers who got big in the late 80s-early 90s are really screwing the pooch lately.

Nintendo with their planned scarcity of the NES and SNES mini consoles. SE with their utter bobbling of the FF series. Konami, at least, is making a totally b----ing anime based on CV but when are we getting a new game in the series? And do not get me started on the Sega Game Room and Sonic Mania DRM disasters.

It's just infuriating. They have more access to customer's viewpoints than ever before, and are doing a worse job of pleasing at least me. I'm going to guess there are a lot more people like me who are upset to the point where their judgement gets impaired.

You might just need a better computer, man. I'm used to ♥♥♥♥ not working by now. Something about what they did makes the requirements what they are. You can say they shouldn't be that, but that's what they are. If you meet them and it doesn't work, I get it. But otherwise it's too late to complain because they probably aren't going to redo it from the ground up just for that. At least this game isn't filled with DLC packs, season passes, microtransactions, and loot crates. With the state of Mega Man these days and the games in the follow up collection... we're lucky we got it at all.

Would it have been polite of them to include a message that says 'your system does not meet the requirements to run the game?' rather than just telling the game to disappear if the program checks for compatibility and doesn't find a match?

I also haven't got my refund yet.

But go ahead and keep saying words. It helps.

My words are helping about as much as yours, I suppose. I figure if a game doesn't work then that might be the best indication that it doesn't work. You can check the forums for solutions and ask tech support, but honestly if you don't meet the minimum requirements posted officially on the store page you had to look at to purchase the game, then that usually means it isn't going to work. True enough that it's peculiar that it just closes itself, but it amounts to the same thing. Unless you meet the requirements and it STILL doesn't work, just wait for the refund to come in and either come back later on when you have a better machine or get it elsewhere. I mean, there are a lot of games on Steam. Perhaps having some means of narrowing them down isn't such a bad thing.

I'm just as upset about it not working as you are, but if it hasn't been addressed by now then neither of us complaining is going to help either way.

Well, they gave me my refund, so I guess all's well that ends well. Sigh. I'll never get to play 9 and 10 :P

Eventually you'll be able to through some system or another. But yeah, the refunding takes a few days to be finalized usually. I believe it's a general Steam thing.

I have the same problem, MMLC 1 works but MMLC 2 only shows black screen and then closes. I will ask for my refund. :(

yeah, it's work for me

I'm missing 2 files wmasf.dll and wmvcore.dll
at first I down wmasf.dll version 12 64bit, it's not work and return error, then I change to version 11 and 32 bit can play it now.

I just put the dll inside Steam\steamapps\common\Mega Man X Legacy Collection 2

If there's no solution to Legacy Collection 2 not opening, just download the MM9 and MM10 roms and play those. It's not as good, but it's better than nothing.
