However, yes, of course there's going to be English versions.

if you already have the rockman version there is no real reason to play teh mega man version since its slower
but if you buy the megaman version its suited for casuals so they probably make the rockman version available with it if you wanna go fast like the did in MMLC
I call that a cover dear, not evidence of two carts. Both the English and Japanese versions contain a cart for Collection 1 and a download code for collection 2. Importing is worthless.
You're the victim of phone tag. Notice how you keeping having to say you "hear" something instead of being able to provide evidence of Capcom actually saying so?
It's a simple dissociative conclusion. Because there's a physical version that includes Collection 2, you assume Collection 2 will have a physical cart. It won't. Make peace with it.
Yes, only the PS4 version is coming with a physical disc for that. That's because BluRays burned in mass production costs cents on a dollar, not $10 each.
Source?
It's been available at Play Asia for preorder as two separate carts for a couple weeks.

X 1-4 on the first, X5-8 on the second. I'll be importing it SOLELY for the purpose of avoiding the god-awful English voice acting.

We will know how they are distributing Rockman 7-10.

I don't know about you guys, but this renders buying the physical version to be pointless. In the US, the physical is $40, the digital of collection 1 is $15, and the digital of collection 2 is $20. Why is Capcom run by morons...
Eh, some people will want the box.
Plus dat 20% off on Amazon.
Is Mega Man X 1 through 8, bigger then what 32 GB? Heck they could probably fit it on one of smaller carts then 32.
As they are all pretty old games, I can't really imagine they take up all that much. Especially since the ports themselves, isn't exactly Final Fantasy 7 levels of enhanced.
Which is fine, but it does shows some holes in Capcom's reason for the second half of the collection, being download only.
And even if it was true, I would rather the first part be a download code, and the second part be on the cart. As all of the titles in the second part, are on more intense tech, and will most likely take up more space.
Switch cartridges can only fire up a single executable at a time, like most other game discs out there.
And they obviously picked the smaller one to put on a card to reduce costs, because each size hike spikes the cost of production dramatically.
There aren't any holes here, except your own. Just by assuming you can fit more than one game onto a Switch game cart you've already taken a major leap past common sense.
