SNES Retrolink USB controller not working

It works like charm in the Mega Man X Legacy Collection but not on this one, why?

From my experience you have to have the controller plugged in before launching the game

and this is the contoller I got from Amazon:
Retroflag Classic Wired USB Gaming Controller Support XINPUT, DINPUT Mode and Turbo Function Compatible with Raspberry Pi, Windows, Switch
