Capcom should feel grateful for the sales they got after the way they treated Mega Man fans the last few years. 500 K for a bunch of touched up NES ports, sorry that's more than enough considering how relatively simple the development had to be.
Same point with MM&B, this isn't something they broke the bank to produce. It would be a nice bonus for fans, but honestly it's not the end of the world if it isn't ported.
The problem becomes when they expect these simple games to fund thier AAA flops and expectations get all out of whack.
Back in 1998 I remember reading local Nintendo magazines talking about Rockman & Forte for the Super Famicom (and no word about potential Capcom games for the N64). Sadly Capcom never released the game out Japan as the Super Nintendo was stone dead in 1998 in America thus limiting potential sales.
The GBA port came out around 2003 IIRC and emulators (at least SNES emulators) were working relative fine in Windows XP. I remember playing in Zsnes the Super Famicom version of Magical Quest 3 another Japan only Capcom game which later got a GBA port. Therefore in late 2003 and early 2004, it was possible to compare an emulated Super Famicom version against a GBA port although not a very common practice due limited Internet access, primitive software and hardware among other restrictions.
Heck I remember emulating with lots of problems and performance issues a Sega Saturn version of Castlevania Symphony of the Night (Japan Only) back in 2004. Other Japan only CD game for Turbo Duo at the time was Castlevania Rondo Of Blood, I was able to emulated perfectly with Magic Engine emulator that very same year in a crappy and extremely primitive Laptop for todays standars.
GBA versions of SNES titles usually got watered down music, lesser quality graphics and screen crunch which makes them inferior versions. Nevethless great GBA ports came out like Yoshis Island and the rest were usually fun with clever extras despite GBA limitations.
I'm not a big fan of the Game Boy Advance port, though. It was fun back then for the portablity and the fact it was actually localized. Playing this game on the Super Famicom has blown me away with how beautiful it is. It manages to be around as pretty as Mega Man 8, but on older hardware.
I love the aesthetic and soundtrack. Especially what they were able to do with the Super Famicom. Sure, it may not have that rock/metal sound that Mega Man games are known for, but the soundtrack was very interesting and enjoyable. And GBA version defnitely doesn't match up to the Super Famicom sound chip.
Would like Mega Man Powered Up on the PC as well.

Actually that was Capcom original idea when realeasing Rockman and Bass to be able to create something similar to 32 bit Mega Mans 8 in older Super Famicom hardware . That is mentioned in the great book : MM25: Mega Man & Mega Man X Official Complete Works
Your mileage may vary. Some people prefer the GBA version of the soundtrack (like me).

In my case I prefer the midi boss battle theme of the GBA version but overall I prefer the Super Famicom OST as a whole.
The graphics for either one of those games don't really hold up. You are basically talking sub-PS2 level 3-D graphics, doesn't hold up to well. Same with the Dracula X remake and Ghost and Goblins Ultimate. With so many nice looking 2-D sprite art releasing we have become spoiled with riches.
However the games have their place, Powered Up's level creator is very simple and Maverick Hunter X has some cool modes to play with.
More than likely they're saving it for the nexk collectiosn where they'll tage in all the sundry games.
ROckman & Bass, Megaman Soccer, Rockman Power Battles 1 & 2, and perhaps ports of Wily Wars and some of the GB MM games.
They surely will not make a 3rd one since the remaining ones are primarily all party games.
