Is this "always-online" for this single-player game?

As the subject says.

I'm interested in this game. I loved MegaMan (Rockman) when I was small. But I heard that this game requires internet connection just to play the game.

Can anybody confirm this is true?

Yes, the game is online-only; it will not launch at all in Offline Mode. You can use this mod to get around that (the Steam client still needs to be running):
