Report a translation problem
It seems to be because they had a lack of options. Mega Man gets to shoot through walls, use weapon mods, etc, while Protoman gets the Charged Shot and Slide.
MM10 it's a similar layout, only with Bass getting 8 directional shot, double jump and dash.
These games are designed to play more like MM2 though, so you don't need those things.

As for slide.....I was never a fan of it either. I like it in 9 and 10 as proto man as you are never required to use it, not even once, meaning it is 100% optional for those who don't care for it and for those who know how to use it, it is a surprisingly good tech option. The same applies to the charge shot too. 4 and onwards boss fights are like this. "Dodge while charging and then shoot". In 9 and 10 however you can dodge and whale on the boss with your normal shots. You can do the charge dodge tactic. Or you can mix and match depending on the boss and their patterns. It leaves more room for multiple playing styles.
That being said, proto man's shots go through walls just like megaman's.

The differences between the characters.
Megaman:
-Can't slide.
-Can have 3 shots on the screen at the same time. Can't charge the buster.
-Starts only with Rush Coil and needs to beat 5 bosses to get jet.
-Has 3 additional weapons in megaman 10 for beating the optional time attack stages.
ProtoMan:
-Can slide.
-Can only have 2 shots on the screen at the same time OR 1 charge shot. Can charge his buster.
-His buster shots are lower due to the pose he makes when shooting, really useful for certain enemies.
-Takes double damage (and double knockback in 9 only)
-Has the proto shield which can deflect or stop certain projectiles (makes Blade man his ♥♥♥♥♥)
-Doesn't have a shop in 9. His shop in 10 has less items and they are a tiny bit more expensive.
-Starts with COIL and JET.
Bass: (Megaman 10 only) (Beat the game or enter a code to unlock him)
-Can dash (and dash jump)
-Can have 4 shots on the screen at a time.
-Can aim in 8 directions......well more like 7, as he can't shoot directly down.
-If all of his buster shots hit an enemy shield, they knock out the shield.
-Doesn't have a coil, has to rely solely on Treble adaptor ammo. No knockback when merged with Treble.
-Has a normal shop.
-Can't move and shoot at the same time (which makes it so he is my second preferred character only)
-Normal shots can't go through walls. (special weapons work normally, and his buster in treble adapter can go through walls as well)
....And that should be all of it unless I am not mistaken.
