Where is Bass in Megaman 10?

I bought this specifically to play as Bass in Magaman 10.

I think he unlocks once you beat the game as Mega Man or Proto Man.

Or enter the code at the title screen of Mega Man 9, and again in Mega Man 10's title screen to unlock the DLC from the start:

Up Down Left Right Left Down Up Up Down.

I had trouble getting it to work on keyboard but it worked fine on gamepad.

I can't get the code to work. Tried it a bunch of different ways.

EDIT: Tried an analog stick rather than my d-pad or keyboard. Seems that worked. The code appears to need to be input quite quickly.
