Obviously I know that shift will speed-up the scope turn rate, but it's too slow, way too slow.
When you track an enemy ship, every second is precious time, also the more time your periscope is raised the more likely it will be spotted.
Historical videos show that skippers were able to turn their scope fast before raising them to start observations (on US submarines at least).

wasnt sure if it was a realism thing or just an obnoxious design choice, but x4-x5 speed on the periscope turning would be appreciated
