I don't recall the things you are asking for: parallel lines, copy/paste, notched lines, angles over 180°, were ever a thing in SH3/4 map drawing tools? To me, it looks like we have exactly the same drawing tools we had before. For our current line tool that provides TC, the compass is a tad large for my liking but certainly no difficulty in reading it when plotted.
As I am also a big fan of plotting my own contacts and determining things like course and speed via my own crude forms of hydrophone TMA, not sure why something like a 180°+ angle drawing tool would come into play?
I've only reloaded the game a couple days ago, but the drawing tools seem to allow accurate course line plots for both True or Relative bearings. You make me doubt myself now, will have to check again this evening, but pretty sure I was using the line compass tool last night and a left/right mouse click-n-drag was the toggle between drawing a True or Relative course. Maybe the option is not available if no ship to click on? I was only tinkering in tutorial and it seems hard to turn some stuff off, so ship images kept popping up.
I like drawing on the map. Currently, the only thing I miss is being able to plot my course using waypoints. I must be missing something simple?
It would also be great to be able to assign him a contact, which he would monitor every minute and make a report. but I want too much :)
We don't have any problem with map tools 😉
I'm a realism guy as well so the bearing lines to me simulate what the sonar guy would be telling the captain anyway.
I'm curious though, how do you manage to evade multiple dd's without the sonar bearing lines?

I found it too difficult as it is. A f****** nightmare on that officer rescue mission. I gave up and went back to the old map after that. that was about 8 real time hours I'll never get back.
I don't mind a bit of realism, but not all of us like challenges similar to doing a Rubik cube blindfolded.
So as to not upset the reality die hard's, I would like to see some more "options" for this part of the game.
I hate the zoom in circle of view with the clouds floating by. with the wind and waves sounds. I would even settle for the 2D map mod with the internal sub sounds.
It just feels "all or nothing" to me, as it is.
When drawing a straight line from North to South on the Map,
Hold down on the mouse button and slowly move the mouse left to right or basically back and forth.
When you are pointed North the numbers will switch.
It’s sort of hard to explain, but you will understand when doing it.
Figuring out East and West from that straight line is well…straight forward.
And Yes, a submarine game without a default Compass all of these years is….
Yes, it's possible without the mod template.
Simple version: You need to set up the folder structure like mods need and can then place a code file with custom code (using harmony functions). The game creates a dll on the fly. Voilà. Maybe you use a code only mod from the existing mods available at the workshop as a sample and then just edit the code file to your needs :)
