Automatic HQ doesn't allow for milk cows?

In my current campaign I set HQ to semi automatic. I now can't access the tactical map in order to move the milk cows, because there is always research being conducted automatically. Very annoying. Does anyone know a fix?

in my fully automatic headquarters it's the opposite - I got the opportunity to research (including snorkel at the beginning of '41). I thought in automatic mode everything should be studied in historical times, but no.
but it seems like the semi-automatic HQ gives you the opportunity to buy a second research slot and not depend on the busy one
