Keep periscopes down
How do I do this? Can`t even order myself- the captain to not use them- or at least lower them.
On long stretches I want my crew to spot for enemy ships- so do not want disable this action.

at the periscopes there is a button to lower them klick those and crew will let them down

I guess you mean the actions where the Alt key shows all available actions. I did as the info said. Observasion periscope i can click for no crew to use- but the crew use it anyway. The attack periscope I see no option to disallow crew usage. My captain uses both regardless- especially the attack periscope.
So thanks Darkobit84, but I`m still at a loss.

Command an officer to man the attack periscope. Make sure you have his icon highlighted in the bottom row but not in first person or anything. Once they are active on the periscope, in the top left, there should be two buttons - a down arrow and an up arrow. The up arrow should be highlighted by default. Select the down arrow. Repeat for the observation periscope. This should prevent the scopes from being used by AI when you're trying to remain hidden

There are few situations you can find yourself into.
First if you don't have an officer on any optic AND have optics on sufficiently high value for the crew, you will have one sailor on the observation periscope.
This is the same as when you have 2 sailors on watch from the active shift, even if you don't have a leader assigned on watch.

They keep a minimal situational awareness if the sub is on periscope depth.

Secondly you remove the observation skill values from the crew they will NOT use the periscope.

So when you send an officer to the attack periscope he will only use that one.
If you add more sailors to the officer, the third one will raise up the observation periscope.

Lastly when you have an officer on the periscope there is a new interface left up top where you can set up if the periscope should be raised or lowered.
And that settings is "saved", so when you send somebody else to the periscope you need to tell it to raise if you want it raised.

So you can have a perfectly acceptable situation where your sub is at periscope depth but both optics are lowered , by having previously an officer on the attack periscope and have it stay lowered OR no officer use the optic and by having optics removed from crew jobs.

If you'd like, here's my version of periscope control. In the “tasks” game setting for sailors, I completely remove the value for the anti-aircraft periscope. When the sub is at periscope depth, I remove the sailors attached to the officer if the officer is behind the commander's periscope. In this scenario, the sailors do not use the anti-aircraft periscope without my command. Basically, the previous discussant has already written about this. There is also a separate mod “periscope for captain only”, where (as you can see from the mod name) nobody uses the periscope except you.

Easy solution (thanks guys) is to have an officer manning the attack periscope. Keep it down and disallow usage of other periscope.

This is fine, except if I`m in shallow water for an extended period of time and can`t go deeper than periscope depth. I prefer to save coffee for crisis situations, and rather use the bed (meaning- I`d like no officers to man any periscope- and no sailors allowe to use them).

Been looking in section of priority of tasks for officers, sleep cycles for sailors etc. Can only find priority of observation(periscope/deckwatch) for officers, no such options for sailors.

Perhaps you missed (or didn't pay attention to) in the advanced crew control settings the sailor assignment setting item (located next to “tasks” for officers) such as: watch, diesels, galley, cleaning, anti-aircraft surveillance, radio, vent, etc.
