edit: you use to have to click Expanded Crew Management in the starting setup I think, to get the periscope option. Been awhile so I could be mistaken.
Click the EXPANDED SAILOR MANAGEMENT box

zero'd the scope

game says to use SHIFT + Mouse scroll wheel to change values. That did not work for me. I had to manually enter the 0, to eliminate the task. That USE to cause problems...dont know about now.
I'm pretty sure it WAS. Since last 2 updates I think, at periscope depth sailor will auto check observation periscope if officer not doing it. Same for radio.
However IIRC only attack periscope gave away u-boat location and observation periscope had no in-game visibility to the enemy.
Problem is that (or maybe this is realistic) now the sub is heavily bouncing up and down even in moderately turbulent waters and sometimes giving away the conning tower. I have to manually set depth of 10 meters to prevent it.
Are you sending an engineer to depth keeping?
If they are up all the time - not only is that unrealistic sub behaviour - someone has to be standing at it looking through the scope....so that is a sailor if YOU haven't assigned an officer to do it for you.
Periscope should only be raised from time to time to get your bearings and update target info.
But I am sure, it never was a problem before the update. No sailors were not use the observation periscope by his own will and raise it.
