In vanilla, shifts plus men assigned to officers cannot add up to more than 18.
I found 35 is the right number, makes the boat nice and cramped when there is a crash dive but still fine when everyone is at their posts.
It's sad. I hope that devs will fix this by remodelling the uboat. (add more beds + more tasks to do).
For a game centered around crews. I would consider that as a must.
8 beds in the after battery compartment for the petty officers, 12 beds in the forward torpedo room for the seamen. And 8 beds in the forward battery compartment for the officers and chief petty officers..
There's no need to add extra beds because the number of beds in the game already modeled correctly (aside from 1 missing officer's bed which is being used as a table).
12 petty officers shared 8 beds in the after battery compartment and 20-26 seaman all shared 12 beds in the forward torpedo room. This was accomplished by "hot bunking". While one man worked, the other man slept. There's just not enough room inside a u-boat for every single sailor to have his own bunk. The officers and chief petty officers were the only men on the entire boat who had the luxury of a bed to themselves.
25 men is how many you have in UBOAT, around 45 is how many men a type Vii had historically. So just a difference of 20 men. However I just don't think the game is capable of supporting that many men, I go into more detail why here:

Yes I know its possible to get around it with shifts, but its dumb. The bed is RIGHT THERE LET ME SLEEP.
35 Sailors and 7 Officers works perfectly, its the right balance of cramped especially when you are down below. Everyone should be filling every position to make the place feel lifelike, and the pushing past people when walking around feels correct.
Uboats did not have more beds.....German uboats were extremely cramped. Only the Captain and I believe Chief Engineer had their own bunk. Everyone else had to share (hotbunk). the forward torpedo room housed around 25 crewman and had only 12 bunks, 6 of which were ususally stowed in lieu of carrying two additional torpedoes.
There is a mod that allows you to add up to around 35 total character in the uboat, but it becomes so cramped, the additional NPC's just stand around and block the flow of travel. Changing this would require re-coding most of the game which will not happen.
There are at most like 9 jobs for sailors to do at any given time. Another 5-7 helping officers, so no matter what you have a minimum of 18-20 just standing around doing nothing. Never a need for more than 25 or 26 bodies.
