He's saying that green and gray have roughly the same luminosity. So they blend together and cannot really be seen unless the background is very dark or very light.
They didnt had a bearing scala that was "etched" into the optic like the crosshair and milirads. The bearing ring was outside of the periscope, illumitated by a light bulb and was projected over mirrors into a small window in the optic. So the captain looking througk the optic could read the bearing and the 1WO standing on the other side could read the bearing from the outside.

Oh, and the light was adjustable.
