You could ask content creators 'ii' or Link for help as they both created mods that use the in-game radio messaging system to send messages to the player.
But you would have to texture and program the Enigma machine yourself or use this third-party enigma simulator outside the game.

To add to this, users are free to take Expanded Radio Bdu Reports and convert them to Enigma messages. just reach out and let me know if you plan on providing a conversion.

So have to agree it is a waste of time unless you have time to waste. But IMHO, OP feel free to mod this.
EDIT: have to ask, if a virtual enigma is in SH, did they base it on actual encryption gears, plug wires, and electronic paths as seen/accessed in a museum? Or just how they think it works, because it is obviously much more complex than the average mind can wrap around. I suspect if an enigma has been modded is is just a facsimile of how one appears in use, not how one actually works.
