Torpedoes can't be loaded after firing

New mystery of the hour.. I've fired four eels, but neither engineer has the manual option to reload torpedoes, and they aren't doing on their own despite it being the priority for both of them. Ideas?

What do you mean with manual option? You need to open torpedo storage with the engineer and drag one torpedo into the tube. Then they will load it. There never was another option. They do this only on their own if you set up the priority. As example, my both engineers always have a higher priority at torpedo loading as on Engine. Usually 10 for loading and 9 for the engines.

You will not be able to reload torpedoes if the torpedo room is evacuated or if the power is out IIRC.
