Went to attack Belfast Harbor, it was empty

Is this a bug? I went to attack Belfast and snuck right inside their port and there were no ships at all! No Destroyers, frigates or corvettes! Nothing! Am i missing something or did i just get an unfortunate spout of bad luck?

In my experience, all ports not specified in a mission (and even most of them that are), are empty of all shipping and escorts. Makes for a really... immersion breaking experience.

I’ve played this mission before and there’s supposed to be destroyers and corvettes docked. Did you get close enough or did you not accept the mission?

I accepted the mission. and there are some escorts outside belfast, but none docked. I have a screenshot of it but it wont let me share to the discussion

The first time I tried this mission, HMS Rodney, and three destroyers were docked. BUT... my torpedoes all failed moments after being fired. "TORPEDO VERSAGER" ... every other time I've tried to play this mission (Even after reloading after my torpedo fail) ...the port is empty. I've F11'd the problem to the dev.
