I've seen ships in a lot of different ports, so it's definitely something that is still a thing.
Two examples, starting in 1939, I had a mission to spot AA placements in Bergen, and when I got there 2 British freighters were docked.
And I had another British freighter docked at port when I was sent to spot AA at a dock around France (Honestly can't recall what the port was called, my British brain is trained to filter out any and all things French and not retain them in memory hehe)
just so you know, once you've entered your patrol area sinking ships anywhere counts towards your total, so if you ever have a patrol near portsmouth or edinburg just head to the port for a free mission, those two ports are ALWAYS full.
If you've got the power, turn on very large or enormous convoys, they are ridicoulous, especially just dropping down to periscope depth and seeing the notification of 35-73 ships approaching.
