The game has a console and a list of commands you can use. It's just deactivated by default, but there's a mod to get it up again.

There's an Infinite Fuel mod that is compatible with the latest version:

I do not use this mod, I never run out of fuel. Just assign two sailors to the Mechanic to decrease fuel usage by-30%. Furthermore, add two sailors to the Boatswain and use Navigation Stations to further decrease fuel usage by -20%. Do not run your Uboat at Flank speed the whole time and investigate better Accumulators to increase the range of your electric engines. No need to cheat. :)

then you made the game incredibly eazy... til later in the war.

you could cheat yourself the T5s i guess
