I caught my crew members, pretending to work.. manning the periscopes while being in deep waters..
Perhaps they are trying to spot mines? hehe.
The main reason I remove the periscope from my crewman tasks.
That and when I am submerged and wanting to have as low a silhouette as possible the last thing I really want is to find some crewman left the periscope up during a brief spark of curiosity.
Yeah it does.
State of the periscope is factored into things like visibility detection chance. If you hover over the detection icon to see what's contributing what, you'll see if someone jumps on the periscope and raises it that your chances of being detected visually go up a little.
