Oh, I understand what you are talking about. I said that Steam doesn't download my mods at all, I can't even enable them
Unfortunately all we can really do is suggest that steam downloads Workshop items when we sub, sometimes it doesn't feel like it.
I also tried to subscribe for modifications from other games and they worked perfectly, but UBOAT mods are not working
If that doesn't work there isn't much you can do but wait. Workshop should eventually download your subbed items, but for whatever reason sometimes bugs out. Not a Uboat issue, but a Steam one.
Alternatively, right click on the game in your library, go to properties, installed files, browse.
From there go up / back two folders so you can see common, downloading, temp and workshop. Browse in to the workshop folder and check the downloads and temp folder there. Also check if there is anything inside the 494840 folder inside content. Maybe delete the appworkshop_494840.acf file depending on all of the above.
