Correct, the Officer will just stand there, while the Sailor that was manning the station gets up to leave.
Clicking the floor near the station first, and then Clicking the Helmsman Station again, seems to make the Officer obey the command.
1) Select Officer to mann the Station :

4) Click the Helmsman Station, again - He will occupy the Station :
Yes, definitely a "Bug".
The real question is why don't we have the option of setting an officer as Manage Depth Steering task
Also, you CAN assign an officer to the depth steering station. It is a little wonky though, since they can only man the station when the boat is considered submerged. If you are running decks awash or in rough seas, the option won't come up until your boat dips far enough below the surface. If you assign them and the boat bobs back upwards, the order will get cancelled...which IMO defeats most of the purpose behind doing it, since I mostly want to do it to avoid that very thing.
You can assign a Officer to the Helmsman Station - I do it in every game.
Sometimes - You might have to assign him - nothing happens - click the floor near the station - Re-Click the Station too assign him.
Basically - it works except it is Not 100% working correctly.
