How to stop observation periscope from being used
Sorry if most of you know this already but for those new to the game this may be of interest to you. I always have 2 crew with my lead officers and when you submerge one of those crew will always go to the observation periscope and raise it no matter what. So the only way to stop this from happening is when attacking reduce the officers helpers to one. Only just found this out from playing with multiple crew tasking.

set sailor priority on periscopes to 0, as in delete the number. Never put 2 sailors on the officer on the attack periscope.

Annoying but has to be done :)

There's a workaround you can apply to prevent the second assistant from raising the observation periscope. During regular duty send any officer to use the observation periscope. Select that officer when he's at it and you should see the raise/lower controls in the upper left corner of the screen. Hit the button to lower the periscope. Once it's done send the officer back to whatever he was doing.

The next time an officer will use the attack periscope his second assistant should use, but not raise the observation periscope. This removes the micromanagement you have to put in qnd you also keep the view range bonus from the second assistant (however that works with a periscope and 3 guys using it...).

Because I saw a crew member going to that periscope I assumed he raised it too. Thanks for that Red_Seven that is good to know.
I noticed that yesterday and today my officer of the watch has 2 sailors assigned to him, one of them is standing at the observation periscope, but it is not raised. Did the developers hear us or was it just a coincidence? :)

that is how I was doing it too,
but I have recently discovered that this method doesn't work in captain mode.
You don't have these lower/raise buttons in captain mode :-(

Even if you use the space bar pause overview? :O

You can disallow the observation parascope from being used by your regular sailors. All you have to do is right click on the parascope and you can select the option to disallow sailors to use it.

This works in normal game mode or FPP / skipper if you press spacebar.

I just checked it and it's still broken. The second assistant to your officer at the attack periscope will still happily run over and use it.

You can do it while that assistant is at the periscope and he'll leave it, but once your shift switches and another officer takes over the attack periscope the sailor will be back again.

This behavior reminds me of a top hatch. There, too, the new shift often forgets to close it.
