Guest from Japanese submarine overstaying welcome

[The DMV]

Had the mid-mission objective to rendezvous with a Japanese submarine and take aboard an official, with orders to immediately take him to my home base.

I did so, but he won't leave the boat. He appears in the officer's bar but can't be interacted with in any way (also tried walking up to him in FPV - no dice). Similarly, didn't see any options for him on the "release rescued sailors" menu.

For now, he gets to tag along as we set up a weather station on Labrador, but I'm wondering if I missed something or if this is a bug.

He's sleeping in one of the torpedo tubes, thought it was a capsule hotel.
