General.xlsx / Settings / System / Enable Developer Console
EDIT: Nevermind. After tinkering a bit I managed to make it work!
So what did you use to read thje general.xlsx file by chance?
Open Office = Freeware
Change "Enable Developer Console" from "False" to "True" in General.xlsx "UBOAT_Data\Data Sheets"
You can edit a spreadsheet with a hex editor, and there are many free hex editing tools.

Was about to point this out. As an Open Office user, I switched to Libre Office a few years ago because of my experiences modding this game.
If you don't want to do it over and over again, better is to make a simple mod.
1. create a simple mod (not script mod) with the launcher
2. go into mods folder and create a folder there "Data Sheets"
3. copy original general.xlsx file there
4. open the copied file with libre office and find the line you want to change.
5. (IMPORTANT!) delete all other tabs in the sheet, leave only the tab w6hich has the line you want to change.
6. (IMPORTANT!) in the remaining tab, delete all lines and leave only the line you want to change and also the next top heading line. In the end you should have just a heading and the line you want to change.
7 modify the line, save
8 activate your mod and enjoy.
PS: the reason why we delete everything from modded xlxs files that we don't change is that the game will merge data sheets from different mods into one single data sheet. If you don't do that, and use the complete general.xlxs copy, you will have compability issues with other mods.
