What do Uboat pens do in game?

What do they do in the game? Are there actually bombing raids that happen that it's gonna protect me against? Also is there a physical representation of them yet? And I did build one at La Rochelle but afterward I went to HQ and was given the option to build another one there and I didn't see it in place when I went back to port so is that a bug?

Air raids do exist but are rare and pens will protect you from them. La Rochelle pen is build in two stages, hence the two research. First one is, I believe, the lock and the second for the docking area.

I’ve had a grand total of one air raid and i thought it was a glitch because it happened after i loaded the game and the plane left immediately as soon as the alarm rang….

I think in the later stages of the war the air raids intensify, at least that's what I herd.
