But there is a second observation, a backup if you will. The game does this in case you ever pull your officers off the bridge, that way you won't be completely blind. Because in Uboat: If your crew cannot hear or see the enemy? Then they do not exist. No omniscience in Uboat.
So if you're getting the "sailors performing observation at the conning towere are missing" then that means there's something wrong with the secondary 'sailor' bridge watch. Check your crew management menu, go to the "tasks" tab and click on the white sailor hat.
Look for the task with the binoculars.
Used to be a bug that may have been fixed.
I also had the following messages pop up:
Missing workers: conning tower
Missing workers: engines
Check under Menu -> Crew -> Tasks -> White hat. Ensure that the boxes with the checkmark are highlighted in green instead of greyed out.
That fixed it for me.
Its clearly linked to the water level and the conning tower, I think if I didn't see the warning, I'd still understand how unsafe the water running over the deck is for the watchmen.
On hardcore, I think it'd be better if the game didn't give such warnings.
