There's two (not one), two observations on the bridge. One you're already familiar with which is your officers standing watch, using the UZO (target sight) while two sailors assist him.

But there is a second observation, a backup if you will. The game does this in case you ever pull your officers off the bridge, that way you won't be completely blind. Because in Uboat: If your crew cannot hear or see the enemy? Then they do not exist. No omniscience in Uboat.

So if you're getting the "sailors performing observation at the conning towere are missing" then that means there's something wrong with the secondary 'sailor' bridge watch. Check your crew management menu, go to the "tasks" tab and click on the white sailor hat.

Look for the task with the binoculars.

Does the inside of the conning tower have water in it? Try opening the hatch between there and the control room manually.

Used to be a bug that may have been fixed.

I'll add a note to this:

I also had the following messages pop up:

Missing workers: conning tower
Missing workers: engines

Check under Menu -> Crew -> Tasks -> White hat. Ensure that the boxes with the checkmark are highlighted in green instead of greyed out.

That fixed it for me.

For me, such messages always appear at high time compression when shifts change. I'm already used to not paying attention to it.

It happens for me transitioning the surface. If I am at decks a wash than it is literal spam. If the ocean is rough, or I am speed bouncing I see it too. I pay little mind, and its consequences seem nearly null.

Its clearly linked to the water level and the conning tower, I think if I didn't see the warning, I'd still understand how unsafe the water running over the deck is for the watchmen.

On hardcore, I think it'd be better if the game didn't give such warnings.
Missing workers: conning tower ok i get this message 95 % of the time wen my sub is surfacing i have dedicated shift of 2 sailors doing only watch duty and 2 officers captain and the XO with 2 sailors have 8 priority in the shift Schedule and still i get the message
Missing workers: conning tower nonstop what i'm i doing wrong ????????!!!!!!!!
that must be a bug

I guess there's a brief moment when you give the dive order and your officer and his assistants make their way down from the tower that is considered to be 'without crew on the conning tower'. The game then throws the notification because there's no grace period and it's simply 'no crew -> instant warning'. It could definitely be better implemented maybe with a delay of 5 in-game minutes before the game gives the warning. Same thing for 'no cook in the galley' when diving/surfacing.
