Is the port of Vigo actually usable?

Title. Can I actually use it to restock on torps?

You cannot restock at neutral ports because they are neutral.

You can only restock at ports that are blue, which indicate they are German or German-controlled. As you play through the game, territories will change hands. Many German-controlled ports will turn from blue to red as the allies capture these territories away from the Germans.

IIRC, La Rochelle will remain German-Controlled despite the loss of France at some point during gameplay. This is not a bug, I believe this is based on how it went down historically, correct me if I'm wrong.

Correct. La Rochelle remaind in German hands until the end of the war. The Allies considered an assault not worth it so they laid siege. The port was effectively cut off from nearly all supply. This is also reflected in the game. By September 1944, La Rochelle will receive very, next to no supply, which makss operating from La Rochelle impossible. Its best to transfer to a different port beforehand.

As to OP: no you cannot resupply in any neutral port.

Yeah I know the history, just feels a bit misleading that it states Vigo as a German U-boat supply base in Spain when it can't be used

The flavor text actually says that? If that's the case then yeah that is misleading.

Yeah. The flavor text states
"German U-boat supply base in Spain. Spain is neutral but is positive about the German presence. The supply bases are mostly merchant ships."

It's certaintly a weird text, but either the developers intend it to be a supply base or not. So either it will be, or the flavor text will be fixed
