Report a translation problem
You can only restock at ports that are blue, which indicate they are German or German-controlled. As you play through the game, territories will change hands. Many German-controlled ports will turn from blue to red as the allies capture these territories away from the Germans.
IIRC, La Rochelle will remain German-Controlled despite the loss of France at some point during gameplay. This is not a bug, I believe this is based on how it went down historically, correct me if I'm wrong.
As to OP: no you cannot resupply in any neutral port.
"German U-boat supply base in Spain. Spain is neutral but is positive about the German presence. The supply bases are mostly merchant ships."
It's certaintly a weird text, but either the developers intend it to be a supply base or not. So either it will be, or the flavor text will be fixed
