Sub pens at La Rochelle

Hi, I ve completed the mission to relocate to La Rochelle successfully. When do I get the option to research sub pens in HQ. I m playing the 39 campaign and am in July 40 at the moment. There has always been an option to build sub pens at Helgoland. Do I have to wait for a certain date for the research to become available. Regards

You have to wait until somewhere mid 1941 for the option.
