That said...yes, there are a nr of things you can do, to try and address the issue.
What is your monitors refresh rate? V-SYNC, when enabled, will try and force your games FPS to match your monitors refresh. Try capping your FPS. You can do this thru your NVIDIA Control Panel, and/or through the games FPS limiter. To do it in game, you will have to uncheck V-SYNC in order to activate the manual setting/adjustment slider.
Make sure you are NOT running in TURBO BOOST mode. Again, this will try and force the game to match your monitors refresh rate with FPS. (As I understand it anyway, and I could be mistaken)
You can always try turning down the graphics quality, though I would intuitively expect this to impact the GPU more than the cpu. (Again, I could be hugely mistaken)
Are your case fans working correctly? Make sure the case intakes are clear of obstruction. Whether air or water cooled, proper air flow is essential.
There are far more tech savvy persons here than I. No doubt, they will be along to help out.
Does running UBOAT make your GPU exceed its TDP? No it doesn't.
Be glad it utilises the resources your hardware has.

But GPUs have firmware built-into them to prevent temps from ever getting that high in the form of fans (active cooling) and thermal throttling (passive cooling). If temps ever get too high for the fans to handle by themselves? Then the GPU will start reducing the amount of voltage it uses while also slowing down the performance of the card. Less volts = less heat but also less performance.
Keep an eye on your temperatures, if you notice your GPU getting close to 90° then that may be a sign that you don't have enough adequate cooling inside your computer case (or laptop) or there may be too much dust. But there's also the possibility that you are simply working your GPU too hard which leads me to the next topic:
You'd be surprised how many PC users allow their hardware to produce more frames than their monitor can actually display. For instance if your monitor has a refresh rate of 60hz? Then it's absolutely pointless to let your framerate climb higher than 60fps. You'll never see those extra frames.

Buddy of mine is like JayzTwoCents if you watch him on YT for ex. He is a comp nerd AND a motorcycle nut like myself; which is how we became friends. Anyway, he says rocket riders with their enhanced performance bikes and comp nerds, are not all that different. They both want bragging rights on their rig. Only the definition of the rigs, is what is different.

i been playing last 2 days,redcued the quality to simple and locked the FPS to 60.
Now it reduced and maintaining at 50-60c temperature.
The fan speed go high like when ship is blasted and sinking but it does reduce after that.
i tried reducing the resolution it does drop the heat to 30-40,bt i dont really liked how it look.
so sticked with my actual monitor size of 1920 x 1080 60 FPS
