From Wilhelmshaven you can, depending on the assignment, be faster in deep water and at the operational areas, which is why flotillas have been relocated to France.
Otherwise I can't think of anything.
Kiel gives faster access to Arctic area than Wilhelmshaven.
Personally I prefer Wilhelmshaven for Britain and Arctic missions until Bergen is available, or for Atlantic La Rochelle is better.
They are set in at an angle that will defy docking without damage if left to autopilot and it's nothing much to look at.
Did seem to have a slightly better selection of torps on my couple of checkout trips, but aside from that (which may have just been a fluke) it's a waste of a rep point.
As for Heligoland, it’s primary use as a forward fleet supply base was more or less redundant by the 2nd world war, but it does still serve as a small time saver since it’s closer to your target area and no need to go all the way back to Wilhelmshaven just for a quick ammo restock.
