Report a translation problem
other thing might be because you have selected diesel engines instead of electric engines on the speed dial or whatever its called, but im not sure this should be the case since it should just auto change it to electric when diving unless you are using the snorkel,
i have had my Mechanic sometimes just not tune torpedoes when i order him to, same with loading new torpedoes which might be the same problem you are having, just with the electric engines instead, i unfortunately don't really remember how i fixed this but i think it might've just been letting them do it themselves instead of me getting them to
is the electric motor damaged or is there water in the station?

I have started a fresh new game and the engineer mans both engines as normal(my problem fixed!).
I saw an older thread from 2019 from someone who had this same engineer problem, everyone finally figured it a glitch.
I'm cool to start a new game, but I have kept the affected save game. I will try to report it.
if red, the engine is dmaged.
There should be more info in the tooltip.

i sent chief to man the engines and he goes and leaves the station, than i need to spam him to the engines many times before he mans them
