Pressing the "U" key on your keyboard again will bring it back.
Verifying your game files through your Steam library is faster than a reinstallation.
Steam will inspect each file installed on your computer and cross reference the MD5 hash value of the game files against the MD5 hash of the files stored on Steam's servers. If there are any missing or corrupt game files, Steam will download a replacement.
Not only is this faster than a complete reinstallation but you'll also receive a notification telling you if any of the game's files failed to validate. This is important because if it continues to happen then it's possible your Windows Defender or third-party antivirus software is blocking game files from being downloaded.
My feeling is, something about this situation messes with the UI.
Edit: I did have a pretty reliable way to get it back too but I can't remember what that was. I want to say it was still there in the map view.
Another edit: As a note on pressing the "U" button to change the UI, it has three states.
1) Full UI
2) No UI
3) Main UI, no pop up tool tips
