Your watch crew can only detect the funnel smoke of distant ships out to about 20km but your radioman can hear distant convoys out to 130km on the basic hydrophone equipment. Even further after you upgrade it.
When looking for convoys always make sure to submerge and perform a hydrophone check once a day or every 200km, whichever comes first.
open the console and enter the command Detect n
n is the number of ships/convoys.

All are spawned beforehand. You just detect closest n no. of convoys.
This is technically (ofc) a cheat, so save before.
