Manning the New Helmsman Station (Not the depth steer station)

I completed my first mission in a fresh game, and a random sailor was in the conning tower at the helmsman station. Like all the missions I've done in the past. However, on the second mission of this new game there is no sailor in that position. I can assign an officer - but I want a sailor to do this job. I need the officers somewhere else. Note, This is the rudder guy in the conning tower, not the planes guys in the control room.

Any suggestions?
