The convoys are there in vanilla, but they are less in number and diffused across a much larger ocean area.
The convoys going to the USSR will head out from Liverpool through the northern channel of the Irish Sea, pass Bear Island to the south, and terminate in Murmansk (this is as of B128H4). You can linger near there until you see a convoy with a Kirov cruiser or a carrier.
In summary, my strategy is to load up on supplies from Bergen and head out to Murmansk by way of Bear Island, occasionally diving and listening for ships. I'll hang around the sea entrance near Murmansk and listen for any convoys: they'll usually arrive from the northwest heading into the bay before the harbor, and they will tend to string out of their formation, which is the best time to strike. The seabed is shallow enough you can lay on it and wait if you're closer to the harbor.
I think the convoys will continue as late as '44 in the game, but best hunting around there starts in '42.
