So it is sink them or let them sail by. They appear to be sailing from either Portugal or Spain and heading West to America.
That would be a clear cut case of neutral shipping if true. If they were sailing north I'd sink them.
To defend themselves from crazy captains who incorrectly think they don't have any right to be armed.

Has anyone been punished for sinking a neutral C3?
What does one have to do with the other? Country A and B are at war, Country C can literally do anything they want outside of helping A or B, including arming their merchants, and it's none of A and B's business. That's why the order says "within certain latitudes near the UK" because the help and therefore violation of neutrality is implied.
Have plenty of hours and have been trying a number of things, but knowing me I'm probably just missing one small thing.
Get close to a neutral flagged ship, doesn't work yet for tankers, slow to a stop or speed 1, at the top right you should see a box that says "Interaction Nearby".
Only works on the unstable branch.
Ah, this was my mistake. I see 'unstable' in an already alpha/beta game and think "yeah, that's gonna be REALLY messy" but would you think its worth trying?
