Neutral Ships

So I'm frequently finding ships carrying AP ammo however the game does not mark them as valid targets. If I'm not mistaken isn't it legal to sink ships flagged in neutral countries if they are transporting military supplies?

You can ask them to evacuate the ship, then sink the hell out of it afterwards. Pretty sure that would be war contraband.

That's I think SHOULD happen but will BDU actually reward me or do I get spanked for it?

I just had the exactly same situation.
Swiss Liberty class freighter, document says to Lisbon with raw material. Hold is full of ammo and showed up in Western approaches.
Yet Merchant check failed (due to the skill being removed) and course check also amazingly failed.

Trust your instincts, the sneaky smugglers might well have decent excuses but war material is what it is. I have sunk plenty of ammo-carrying vessels that passed all checks, even when officers doing the searched claimed that nothing suspicious has been found, and every one has turned out to be flying a false flag.

Thank you, I didn't want to ruin my campaign by sinking convoys of neutral ships even though they're loaded with ammo because my crew seems to have sight issues and thinks that box of HE shells is actually bananas
